What is Carnet TIR and how does it work

Carnet TIR – quick facts

Carnet TIR — special document which approve the right of carrier to work under the TIR Convention.
After customs inspection in the country of departure truck is closed and sealed and don’t need to pass through customs inspections in transit countries to the way to a customs office of destination country.
Customs payments are guaranteed by the international road transport Union (IRU)1. Every country of the TIR Convention has its own road association (In Russia it is ASMAP2).
Carnet TIR issued by — National road transport association and guarantees customs payments up 60 000 euro to Russian customs office.

This system works in Russia, Eastern Europe, and from 2018 in China.
Inside EU this system replaced by T1, T2 system, because of European single market.

Carnet TIR benefits and advantages

Time of delivery reduction – auto (and multimodal) delivery provides without long time transit examinations in transit countries.
Economy – not necessary to pay financial guarantees.
Widening of transportation geography – inside EU this system replaced by analogs (for example T1 T2). However import to EU, Eastern Europe, SIC countries and China’s accession to the Convention, make transit more easy and profitable.
Convenient for LTL and FTL – it is possible to deliver cargo for 4 different clients in one country.

1. Issuing and feeling of carnet TIR

National road transport association is responsible for issuing of TIR (ASMAR in Russia). And this is the organization in which filled carnets must be returned after closing transportation.
To obtain carnet TIR could only the companies which have authorization in TIR system. (How to become TIR member you can read in this article.)
Carnet TIR has the limit of time and cannot be used after 75 days. This is the time when delivery must be started even if in last day!

 

1.1. Status and validity checking

Status and validity of carnet TIR could be checked online through the CUTE-Wise (cutewise.org). Time limits as a rule 60 days (not more than 75). Even in last day TIR procedure can be opened.

 

1.2. Delivery preparations

According to TIR convention before delivery into any country, advanced electronic information required. This procedure is free and in Russia can be done through https://tirepd.iru.org (login and password issued with carnet by ASMAR). After receiving information customs office issue MRN number (Movement Reference Number).
Upon arrival at the customs post the driver provides MRN number to customs official which verifying data with shipping documents and approving MRN. In case of any discrepancies customs inspections procedure can be done.

 

2. Filling and using Carnet TIR

Carnet TIR is large many pages notebook, which filled strongly according to Commercial Invoice, Packing List and CMR. Any discrepancies in quantity of places, names, and packing lists can lead to long executions and risky verifying.

 

2.1. Cover – dark yellow

Filled by national road transport association in the country of delivery.

 

2.2. Cargo manifest — yellow

The most important information about delivery stated in this part. Information must strongly correspond to shipping documents and consist of:

  • Country of delivery.
  • Customs of delivery and receiving.
  • Order of borders and customs passing.
  • Name weight and dimensional characteristics of cargo: descriptions, HS codes, weight gross/net, quantity of places.
  • If delivery into some customs of destination country this must be stated too.
  • List and numbers of shipping documents.
  • Vehicles of transportation number.
  • Seal numbers, stamps and other customs markings.

 

2.3. Pair of white and green pages with stubs

White parts are torn off by the customs at the entrance of transit country, green, when leaving the country, corresponding roots remains to the driver.
During the beginning of transportation, in the country of departure, after inspection of the cargo, closing and sealing, the first page is torn off and the stubs is issued. When leaving the country of departure, the second sheet is torn off.

The procedure is repeated in all transit countries, as well as if in the country of destination the goods must be unloaded at several customs offices.
Upon completion of the transit, the customs officer returns to the carrier the CMP marked «Goods received», as well as the completed TIR Carnet, which must be handed over to national road transport association in the country of delivery.

 

2.4. Protocol of the accident

Must be filled in case of car incident or violation of Carnet TIR procedure

 

2.5. Back end cover with tired off part

This part of cover must be passing to the carrier in case of detention of Carnet TIR.

 

Difficulties and limitations of Carnet TIR

1. Some countries guarantees only customs payments up to 60 thousand euro (to the customs service). If cargo is expensive and customs payments more than 60 thousand euro guarantee payment must be provided.
2. This procedure don’t provide cargo insurance, only customs payments. Carrier or owner has to think about insurance.
3. In case of any violence, carrier will pay all damages and expenses to national road transport association.

EORI what is it and how to get the number

EORI — is European number which assigned to all foreign trade economic operators on the territory of EU. He must to be obtained only one time: in the country of registration for resident of the EU and in the country when foreign activity starts nonresident. It is used for identification of foreign trade participants by the customs office. Very useful for partners checking. Economic operators — physical person or legal entity, or associations of entities.
